The issue is that two displays in 4K is only supported (from what I know and at the moment) by gaming cards... I suggest the Cooler Master Hyper 212 EVO. For one the cooler you have is huge for a cooler and actually has a bunch of people worrying about the same problem you have. As far as my simple research goes, you should pick the thickest one. Thick laptops have more room for cooling and will be quieter. Both have the same tdp range (18-25W) so the level of quietness is for the best cooling solution

I do understand wanting quiet. I am dubious about your choice. It says 25 dB at its lowest setting. That means if you put any load on your CPU, it will speed up and be louder. This one is $20 and its high noise level is 21 dB. Hope that is within your budget.
